Kim Buck, Chief Information Officer
Kim has more than 30 years of experience in the technology and health care industries. In her current role, Kim works closely with WellSystems clients to plan and implement our technology platform. Her staff is responsible for implementation and ongoing service of the platform.

Prior to joining WellSystems, Kim was Vice President, IT Operations at EBS-RMSCO, responsible for providing vision and leadership for all aspects of the organization’s information technology and systems. Kim led project teams through mergers and acquisitions as well as system implementations and conversions for EBS-RMSCO’s multiple lines of business: self-funded medical and dental, third-party billing, consumer-driven health plans, COBRA administration, workers’ comp and disability.

Kim has a Bachelor of Science degree in Computer Science and Applied Mathematics from SUNY Albany. Kim has worked as a programmer analyst for a manufacturing plant and for a payroll service organization. Kim also worked with the data processing arm of the New York Stock Exchange on reporting and real-time transactions.

Debbie Miller, Vice President, WellSystems Operations
Debbie joined the WellSystems team in November of 2013, bringing with her 30 years of experience in the health claims industry, 22 of them working with self-funded/ERISA plans. Debbie brings her exceptional team leadership skills to her new position overseeing claims and customer service.

Prior to joining WellSystems, Debbie was the Vice President of Operations at Inetico, responsible for overseeing all operations, with a strong focus on the coordination of the Care Management and Claims Administration departments.

Prior to Inetico, Debbie worked as the Vice President of Operations for a large TPA in New York and was directly responsible for eight departments within that organization where she was instrumental in two mergers, claim system consolidation, expense reduction, new business development, and the completion of a six-year NYS HCRA audit. Debbie put systems in place that increased claims automation by over 40% in a three-year period, while maintaining financial claim accuracy of 99%+.

Debbie graduated from Columbia College, where she earned a Bachelor of Arts degree in Business Administration.

Theron Butler, Director of Quality Programs Training and Documentation
Theron is a northern transplant who joined the WellSystems team in May of 2014. He is a driven and detailed-oriented insurance professional with 14 years of industry experience in claims, customer service, insurance regulations, and audit. Theron is a Certified Information Privacy Professional and Certified Healthcare Reform Specialist, with accountabilities for operational quality, documentation of processes, training, and internal and external audits to ensure client satisfaction.

Prior to joining WellSystems, Theron was a Manager of Claims Audit at WellCare, responsible for overseeing financial audits and recovery audits throughout the U.S. Medicare and Medicaid state markets. Theron also audited delegated vendor services for the organization’s claim administration.

Theron graduated from Ithaca College, where he earned a Bachelor of Fine Arts degree. He is a proud member of AHIP and holds a Managed Healthcare Professional designation.
